The Rural Development Bank (RDB) is currently seeking for qualified candidates for the following position:

I. Senior Loan Officer

(Many Positions, Based in Phnom Penh, Banteay Meanchey, Oddar Meanchey, Pursat & Takeo)

Key Duties & Responsibilities

  • Meet loan applicants to obtain personal and financial information, describe the types and terms of loans to applicants as well as assist them for loan application.
  • Has the ability to analyze and interpret financial statements of the business in order to access the payment capacity and financial soundness of the borrower.
  • Conducts field visit/verification of credit files and clients, and prepare the on-site report.
  • Conduct loan appraisal and collect detailed information including personal, business, collaterals information, and make recommendation for management decision based on credit principles, policy, and regulation.
  • Prepare and execute loan contracts and arrange for disbursement of loan in kind.
  • Closely monitor loan utilization, loan repayment follow of timely repayments
  • Assist to resolve the customers issue or consult whenever they required.
  • Have good knowledge about guideline of regulatory body and able to prepare loan reports for internal and external use.

Job Qualification and Competency

  Candidates must have the followings advantages :

  • Bachelor Degree preferably in Banking and Finance or Accounting or related fields.
  • Minimum 2-3 years of working experience preferred in credit operation in bank and/or financial institute.
  • Knowledge on SME, corporate, smallholder farmers particularly in the agriculture sector and rural areas.
  • Skill in property evaluation.
  • Good Command of English.
  • Advanced computer skills (Ms. Word, Excel) & Proficient Khmer typing skills
  • Ability to work in confidentiality, ability to work in the field & travel to provinces
  • Negotiation and internal relationship building
  • Analysis and reporting Skills

 

II. បុគ្គលិកឥណទាន

(ជាច្រើននាក់ ដើម្បីបម្រើការងារនៅខេត្តព្រះវិហារ ខេត្តបន្ទាយមានជ័យ ខេត្តឧត្តរមានជ័យ)

ភារៈកិច្ច និងការទទួលខុសត្រូវសំខាន់ៗ

  • ទទួល និងពិនិត្យលើពាក្យសុំខ្ចីឥណទាននិងឯកសាររបស់អតិថិជននៅពេលដាក់ពាក្យសុំខ្ចីឥណទាន និងពន្យល់អតិថិជន​ពីគោលការណ៍ក្នុងការផ្តល់ឥណទានរបស់ធនាគារអភិវឌ្ឍន៍ជនបទ (ធ.អ.ជ.) ។
  • ចុះពិនិត្យ-សិក្សា ដល់ទីកន្លែងអាជីវកម្មរបស់អតិថិជន ដោយជួបជាមួយអតិថិជនផ្ទាល់ដើម្បីធ្វើការ​ប្រមូល​ព័ត៌មាន និង​វាយតម្លៃ​​ពីស្ថានភាពអាជីវកម្មរបស់អតិថិជន ។
  • ចុះពិនិត្យជាក់ស្តែងដល់ទីតាំងវត្ថុធានាបំណុលដែលអតិថិជនគ្រោងដាក់បញ្ចាំជាមួយធ.អ.ជ. ដើម្បីធ្វើការវាយតម្លៃ។
  • រៀបចំរបាយការណ៍ដែលបានចុះសិក្សា ពិនិត្យ និងវាយតម្លៃ និងរៀបចំរបាយការណ៍វិភាគលើការផ្តល់ឥណទានដល់អតិថិជន​ដើម្បី​ដាក់ជូនថ្នាក់ដឹកនាំធ.អ.ជ. ពិនិត្យ និងអនុម័ត តាមគោលការណ៍និងនីតិវិធីកំណត់។
  • សិក្សានិងស្រាវជ្រារកមូលហេតុចំបងដែលនាំឱ្យមានការសងបំណុលយឺតយ៉ាវ ដោយធ្វើរបាយការណ៍ ជូនប្រធាននាយកដ្ឋាន​ដើម្បីកំណត់គោលដៅអាទិភាពនិងយុទ្ធសាស្រ្ត ​​​​នៃការស្តាឡើងវិញ។
  • ចូលរួមដោះស្រាយបញ្ហាបំណុលយឺតយ៉ាវ ។

គុណវុឌ្ឍិនិងសមត្ថភាព

  បេក្ខជនទាំងពីភេទត្រូវមានគុណវុឌ្ឍិ និងសមត្ថភាពដូចខាងក្រោម៖

  • បរិញ្ញាបត្រផ្នែក ហិរញ្ញវត្ថុ និងធនាគារ ឬ សញ្ញាបត្រប្រហាក់ប្រហែលដែលពាក់ព័ន្ធ
  • មានជំនាញ និងបទពិសោធន៍ការងារទាក់ទងនឹងផ្នែកឥណទាន កាន់តែប្រសើរ។
  • អាចវិភាគ និងចុះសិក្សាលើរបាយការណ៍ផ្តល់ឥណទានដល់អតិថិជន
  • អាចវាយតម្លៃ និងផ្តល់ជាអនុសាសន៍លើរបាយការណ៍ផ្តល់ឥណទានដល់អតិថិជន
  • អាចវិភាគលើរបាយការណ៍ហិរញ្ញវត្ថុ
  • មានចំណេះដឹងផ្នែក Microsoft office (Words, Excel, Power Point), Internet & Email.
  • ភាសា​អង់គ្លេស​អាច​ប្រើការ​បាន

 

III. Java API Developer

 

Key Duties and Responsibilities

  • Analyze functional specifications provided by users.
  • Design and develop Java API base, as requirement by RDB.
  • Integration third-party systems into core systems of bank.
  • Ensure smooth implementation in accordance with the functional and technical requirements of the bank.
  • Follow all processes and procedures related to deployment, patching, testing and code review.
  • Fix bugs raised by users or by the teams.
  • Work closely with department managers and other team members.
  • Continuously carry out research, evaluate and implement new technologies to maximize work efficiency.

Qualifications and Competencies

  Candidates must possess the following :

  • At least Bachelor Degree in Information Technology Science.
  • At least one year of working experience Java Developing.
  • Experience in developing web service and web integration (including SOAP, REST, JSON, XML).
  • Experience in third-party software integration.
  • Advanced knowledge in Spring boot framework tools or other related tools.
  • Advanced knowledge in developing Java API system.
  • Good understanding of Java architecture and security Oauth2, Jwt, Basic
  • Good understanding of Web service integration through SOAP, REST full and JSON
  • Good understanding rdbms MySQL, SQL Server, Oracle Database.
  • Strong knowledge in OOP and Java skills.
  • Strong knowledge and experience in Java technology Java EE/Java2e, Java Spring framework, etc.
  • Strong knowledge in Software Security.
  • Being high initiative, creative, and innovative.
  • Good command of both spoken and written English.

 

IV. Research Assistant

 

Key Duties and Responsibilities

  • Researching and compiling basic information on specific projects and related topics;
  • Carrying out literature review and data collection;
  • Assisting in examination of collected data for accuracy, clarity and validity;
  • Reviewing and maintaining relevant databases;
  • Preparing research reports, and presentations;
  • Assisting in organizing staff training; and
  • Performing other related work as required.

Qualifications and Competencies

  • Have at least a Bachelor’s Degree in finance and banking, economics, statistics or a relevant social science discipline from an accredited university or college.
  • Have good analytical skills and an ability to write in a clear manner;
  • Have initiatives and be familiar with the process of gathering needed information and data;
  • Have commitment to meeting deadlines and have a track record of producing good research work;
  • Possess strong written and verbal communication skills in both English and Khmer;
  • Be able to work as a team

 

IV. Training and Development Officer

 

Key Duties and Responsibilities

  • Conduct job evaluation surveys.
  • Liaise with managers and interview employees at all levels to identify and assess staff development and training needs.
  • Deliver and oversee the training of individuals or groups of employees.
  • Supervise and monitor the capacity progression via training programs or schemes.
  • Design and assess training programs.
  • Undertake administrative duties related to human resource management.

Qualifications and Competencies

  • Possess at least Bachelor Degree from an accredited university or college, preferably in human resource management or related field.
  • Have at least one year working experience in training and development.
  • Possess knowledge in banking and finance.
  • Take initiatives and be creative.
  • Have good interpersonal and problem-solving skills.
  • Be able to work as a team.
